In February 2017 RDS (Mainz Sectorial Office) it was suggested to change the classical “Top-to-Bottom” to “Bottom-to-Top” approach. This will provide the needed information and statistics from the grassroots to know what are the current social, economic and educational issues and needs. Before assigning duties or conducting classes how AMPS structure and departments work, first is to create an environment which requires structural and departmental responsibilities.

Following working elements were suggested:
MOTIVATION inspired by RESEARCH and MODEL based on four WANTS:

• WT reporting system
• Marga ideals
• People’s problematic issues
• Government improvement plans

The implementation step sequence is from bottom to top: (4-3) NDP (National Develop-ment Plan) and cities’ social, economic and educational issues, (2) feedback from Margiis and Marga sympathisers, and (1) match with AMPS/ERAWS/Trade/WWD report criteria and targets.
